Not true. We need an opt-in temporary social tracking system and an extensive testing regime and luxe short term quarantines but administering it would be a nightmare. They'd be saying Mark of the Beast (as if they didn't already all have SSNs).
The solution is obviously to bring back the draft and use the military to hire everyone we need to deal with this shit.

He’s right to an extent, though, and I’m not as sure as you it won’t if it’s as bad as you say. People are going to be less interested in going back to work or seeking new jobs. Especially in the health sector. Ultimate solution there is no welfare - force work or starvation.
