I think two really ugly things happened here. One, China listed cases of pneumonia that ended up in the ER as "mild" as long as the pt didn't require oxygen, masking the seriousness of "mild" infection. Two, Trump gagged the CDC and made them pretend not to be gagged
A lot of other governments looked to the US CDC when they should have been looking to the Chinese CDC. It will be a fatal mistake for many of their parliamentarians and cabinet members
