Trump put the CDC on info lockdown and ignored what successful counties were doing to mitigate: primarily testing and contact tracing. The problem for Trump more than any other leader has been that he doesn't want the numbers to go up. He almost certainly blocked testing.

The result is that he has been exposed multiple times. He hasn't been tested personally, probably because he is personally frightened. He's gone denialist and if there's one thing we've learned from HIV denialists it's they they're no match for HIV related illness.

There's an important debate with general public PPE that is going on everywhere that I think the CDC and Europe are on the wrong side of. Everywhere that this is under control, people wear simple cheap surgical masks in public. Everywhere it's booming they don't.
