Yes, there is likely an even longer lag (2-4 weeks). That said, they are not implementing anything close to China's lockdown (factories, grocery stores etc. still open) so this containment will be far less effective than China's.
The lag in China was a little over a week, I think. We can expect to see the numbers out of Lombardy start to slow down sometime next week
