That's why the outbreak there appears so much more severe than in Oregon - they made their own tests and OR did not. Turns out it's been in WA since January (not conspiracy, consensus from genome analysis). Is Seattle a closed system? 
It's spreading in the community. Probably every community. The feds have decided not to act at all so it's up to states and cities and they were all caught off guard except for Washington
