nothing makes me feel like a huge idiot more than trying to parse extremely academic German texts. like do I know this language at all

That resolves in the middle at 'abzulesen,' at least. Still a classic example of just godawful German stylism. You see this stuff in mass-media explainers too, effectively a series of nested parentheses cutting up a thought into exactly the wrong order.
News is a little brisker if it's talking about an event, but news about government also tends to fall into this format. Their classic authors don't seem to do this as much, except Hegel who earned the right. You want something really insane though, get some Thomas Mann.
