Yeah it's coinflips, delegates being assigned after rather than prior to rounding, etc. It's deeply stupid but it's how it's supposed to be done.

Further, I'd wager: use a pre-existing call center but one that has never done the primary before, train them on app issues instead of results tabulation, and staff them for a heavy night of password issues.
