Here's a possible chain of reasoning - Wuhan residents have a reputation for eating bat and other disease-carrying meat, so you site the lab there as a precaution and for proximity to likely vectors. That innocently explains why they instantly identified bushmeat as vector.

Makes sense, and it's totally possible this is something that broke containment. What I'm not convinced of is bioweapon claims, doing speculative research on that kind of stuff seems like it would be better suited to an extraterritorial lab if you absolutely had to do it.
