Problem being that Theory is wholly owned and operated by the workers' class enemies. Look at the guys who run Zero Books and consider that ZB is the best in the business by a huge margin

If you mean they have no particular editorial input and publish the m manuscripts that come in, sure, based on the podcast that makes sense. That still leaves them ahead of Verso, which does the same thing but requires the kind of prestige that selects for bootlickers.
