I think people who don't follow Bolivian politics closely or know much about the region (I'm in both camps) should be careful about amplifying confident takes that tickle their ideological priors.

This happens in some poorer or more remote areas as a matter of adjustment to local microfauna. Wouldn't expect it in Berlin, wouldn't be surprised to encounter it in Mumbai, would prepare for it in Cairo (or for that matter in some areas of Appalachia).
