The paramount consideration for a worldview these days should be whether or not it leaves you with options for action. A vague focus on "base building" tends to indicate the speaker knows that their demands are unpopular - typically they just want a coup to impose more austerity.

The irony of Maoism is it leads you to conclude that the ideal outcome is a first-world Pinochet. Maybe they'd be nice to the truly immiserated in society - but they reserve the right to determine who that is, and they don't put much stake in consensus.
