Street gangs are often made up of "concerned citizens" in materially dispossessed areas, so you're using three different names for the same thing. the difference is just a matter of scale.
The key term isn't concerned citizens, it's "spontaneous." Gangs do not form spontaneously, they are organized and contest for sovereignty.

Mobs don't form spontaneously, if you believe gangs don't. The difference there is that mobs usually disband after they are either broken up or complete their action. Mobs have more limited objectives.
