You have to have Lib Brain to miss this, dude. The cops are a street gang and they follow the same sort of informal public-accountability rules that a gang does. Very different from a spontaneous assemblage of "concerned citizens"

Is what we have the ideal setup? No. But the checks on police power through the courts and the electorate are specifically in place to preserve the legitimacy of their actions *against* accusations of the sort of arbitrary treatment mobs engage in.

Street gangs are often made up of "concerned citizens" in materially dispossessed areas, so you're using three different names for the same thing. the difference is just a matter of scale.

The key term isn't concerned citizens, it's "spontaneous." Gangs do not form spontaneously, they are organized and contest for sovereignty.
