It makes a lot of sense from two important angles: settler chauvinism (probably real but historically contingent) and the obvious moral disconnect of the wage differential between first and third world. But it's paralytic. It offers no actionable advice to anyone.
The best thing you can do is withdraw troops, close bases, impose austerity (specifically wage cuts and tech transfers) and hope to fuck that China turns out to actually be socialist.
