I'm not arguing they weren't aided by that. The narrative of pervasive white supremacy manipulating everyone is also aided by the ruling class. If you don't believe me, just tune into the Democratic debates. They never shut up about it,
What lessens is referring to here, as I understand it, is white supremacy as social force (thus the reference to institutional racism) rather than individually held ideology. It primarily affects the branding decisions of ruling class politics and gives way to capital every time

Well, I don't know, I think you could look at, e.g., obvious racial disparities in the application of justice and probably conclude that racism is sometimes either useful or not enough of an impediment to moneyed interests for them to intervene

No one's claiming the ruling class intervenes to prevent racial discrimination in all cases. That's obviously absurd.
