      President Cook is reading a statement from Commissioner Norton: "if murals were in a museum and not a school this would not have surfaced" . . ."unfortunately moving murals is not possible without destroying them." Students don't choose to go to school. Need to feel safe there.

      The cost is presumably the devaluation of the land due to removing the painting. If you could get it out of there for less, they'd probably take you up on it.
