Why is Twitter waiting to "disallow offensive names" and "expanded enforcement of unwanted sexual advances" etc.? Why does this take months?

They need time to build enforcement policies / tools and train staff to use them – would be bad to “launch” now and not enforce properly

Agreed. The best time to start building these tools was five years ago – but the second best time is today. At least there’s a deadline now.

They already have some of these tools in place in other countries. It's too late for the "Baby, just gimme one more chance, I swear!" dance.

Actually, they’re now reviewing reports at a higher volume, what users wanted. As long as users follow the rules, they’ll be fine.
