Another thought... what about leveraging machine learning to identify specific Tweets / accounts based on a set of rules?

For example, brand new account, no profile pic, first Tweet, used hate speech... machine flags this and shuts down for manual review.

How about accounts that continue to harass from behind a block? Why not make it impossible to tweet at someone who has blocked you?

You need clear definitions of things like hate speech and hate symbols. To some, a cross is a hate symbol. This is far too subjective.

That’s the point of the review team. To review flagged Tweets and accounts and ensure they are not violating rules / terms.

I have been called a white supremacist, a Nazi, a racist, a Russian and a bot. Numerous times. I'm a US vet who doesn't hate Trump. Thats it

Just take a look at some of the lists I've been added to. They weren't because I actually hate. They were for differences of opinion.

Yes a community approach of users- who care about Twtr- can make a difference and could assist, users can flag behavior that is just toxic-
