It frustrates me that every conversation about fixing Twitter is centred on the needs of Western audiences. I'm not sure anyone at Twitter HQ grasps how important the platform has become to groups in African countries.https://twitter.com/jack/status/1020767812107743232 …

Thanks for responding. The point is though these are more than just hashtags in the specific communities implicated. The type of communication people are having and the communities they are building are remarkable. I wish y'all spent more time trying to understand them.

For a cutting edge take on this issue, read

You should try lifting censorship and throttling of accounts and allowing humans to safely argue, promote, discuss ideas. No matter how rude, ugly and controversial the dialogue becomes, we have to keep talking because talking is better than violence.

As you understand very clearly in group dynamics, there will be the dominant, politically correct narrative (whether of the state, civic activists or of the intelligentsia). We need a "My View", not just likes, retweets and comments, but a re-direction of thought/ideas.
-
For example, most tweets around a hashtag will generally coalesce towards one view. The people who like or retweet are those who usually agree with the tweet, or support the tweeter. Those with a differing view then end up being "unwanted contributors" on the timeline.
-
Part of why Twitter is an angry and unforgiving place is because discussants are not given the natural option to choose a side and contribute viewpoints based on their choice. Mixing positive and negative comments contributes to the confusion and anger on the timeline.
-
My opinion is therefore that comments should be availed as a choice between either supporting or opposing. This will generate clearer, facts based contributions by users who choose either side, and encourage more engagement with tweets, since either group will reinforce itself.
