Always worth noting that there is perhaps no criminal legal statistic out there more problematic than our measures of "recidivism."
I think everyone has a fairly common intuitive sense of what the word means.

after 9/11, law enforcement raided my neighborhood. men were arrested in front of their kids in the middle of the night. one man allowed 20 people in his home because they were undocumented & afraid.
