A cool thing about pro-housing zoning reforms is that they're symbiotic with a wide variety of other interventions in the housing system.
Delaying zoning fixes doesn't make those other interventions more likely to happen; it just means the status quo will keep getting worse.

If we allow small footprints, streamline permits for small entrepreneurs, reduce requirements for small stores, then more creative, quirky, niche businesses can exist in our downtown.
If we arbitrarily reduce the reach they can have, we may kill specialization and innovation.

1) Only a tiny fraction of the population cares one way or the other about what forms of housing are legal to build.
2) After the new housing is legalized, ~nobody notices or cares.

I live in the village in a town with 3000 people. Zoning in the village, the state route that runs through town, allows 1-4 family homes.
It’s a sea of single families with a tiny handful of inconspicuous duplexes and two four-plexes thrown in.

Today the NH House killed a bill to allow 4 residential units by right in residentially zoned areas w/public utilities.
78 Dems joined all but 20 Rs to scuttle the bill. Truly atrocious how many voted against it (ahem Dems), especially those from urban districts.
