I've never seen them stipulate that they were going to put every single Pokemon in the game, but if that exists then fair enough! Speaking from experience though these choices are never just made arbitrarily. There are always reasons behind decisions, including the disliked ones.
People always expect the full 900+ Poke Dex, that they Just make assumptions. So they get pissed when, low and behold, GF didn't add them all. Despite never confirming they were.
