Affordable housing relies on multiple different sources for funding which makes any uncertainty really bad because it jeopardizes the funding. To mitigate this they try to build the most conservative possible design based on the feedback from the Supervisor and the "community."

This project was criticized from Bernal Heights neighbors who were sad it was "too tall" and got a bad faith CEQA appeal on the grounds that senior housing would lead to "vagrancy and crime." He wanted to delay it a few months https://bernalwood.com/2016/08/25/new-design-unveiled-for-nine-story-housing-at-1296-shotwell/ …https://www.bizjournals.com/sanfrancisco/news/2017/02/14/affordable-senior-housing-mission-nimby.html …

Like you I would like designers to take risks but first it's gotta be possible to get permits approved for an unconventional design without risking further delays from angry neighbors. That's not currently possible in SF

yeah i agree w the difficulty of building but i would not say we should take for granted this kind of building as a "low risk conventional style"........if this is conventional we're all fucked i would rather live in a featureless concrete block than this

The Bernal Heights neighbors were explicitly concerned about a "featureless concrete block." "Breaking up the massing" (using different colors, changing heights/facades) to try to pretend like an apartment is not actually an apartment is a big thing. https://bernalwood.com/2016/04/28/saturday-community-meeting-about-great-wall-on-shotwell/ …pic.twitter.com/qHLfGBzpzf

AKA, modulation. Design review boards and municipal design standards basically force apartment developers to pretend they're building small-lot eclectic rowhouses, but badly and by committee with an audience of screaming wealthy white retirees who just want to keep renters out.pic.twitter.com/RX9KITGa42

          Building modulation:
What they think it prohibits: austere Soviet-style concrete block apartments.
What it actually prohibits: charming, symmetrical brick apartment building from the late 1800s.
What they think they're asking for: historic European village with brightly colored rowhouses.
What they're actually asking for: modern American midrise apartment building with at least 6 different types of siding and chaotic forms sticking out in all directions.
