There probably wasn't even 35 million in bails to pay. Assuming that each bail is 5k, they would have had to bail out 7000 people which is nearly twice the prison population in the entire state of Minnesota (source https://nicic.gov/state-statistics/2017/minnesota …). No way that many protesters were jailed
