i consume a ton of content and would like to keep a good amount of it in long term storage to maybe access in the future, which pocket is great for w/tagging system etc. but they don't offer any kind of good reminder or surfacing system, which i'd want for a "read later" app

Check out Readwise. Collects your highlights from Kindle/Pocket/Instapaper and has a great resurfacing system for daily review of notes. Also has an OCR feature that lets you take digital highlights from physical books so all your notes are in the same place!

see but this assumes you've made notes — i'm talking surfacing of stuff you mean to read but haven't yet and are at risk of forgetting about
