yes although i think our primary advantage/what others are getting from us has mainly to do with the international academic network & culture already present here and if you start banning foreign students that directly decreases the value of an american education

this is probably true but it seems pretty likely that the chinese system needs access to us institutions for reasons of free expression a lot more than the us needs to allow elite chinese students into the us.
