Generally, the food service workers are under the employ of the contractor. Not that I disagree with your sentiment, but it is just not up to the tech companies.

One approach would be to acknowledge that since less meals will be needed, pay the contract full price with the insistence that the non-needed workers are able to stay home with full pay.
