yeah agree i think i'd hesitate if i were twitter to roll out replies before they get a handle on disinformation. on the other hand i will say i think most ppl retweeting disinfo also don't read the replies, and a quote tweet often goes around disputing false tweets that get big

but also usually the clarifying qt is based on a more immediate reply and that's for the same visibility reasons i mentioned somewhere else re: harassment so ¯\_(ツ)_/¯
