sending links between mobile & desktop is a pretty common flow and it's dumb that i'm opening up mobile-width page designs on a 13in screen

yup, you're right, although if you have to support amp you can still make it widescreen friendly. like this amp page looks fine on desktop: https://gimletmedia.com/amp/shows/reply-all/llhd33/152-the-real-enemy-part-1 … but not as good as the non-amp version:https://gimletmedia.com/shows/reply-all/llhd33/152-the-real-enemy-part-1 …

this one looks ok although it seems like a lot of amp pages default to just full-width text which also looks bad on a wide screen

AMP sucks and is a conspiracy by Google to further its ad business via Google ads loading in AMP pages.

I have to wonder which KPIs publishers are making decisions based on if they’re still supporting AMP

you're correct, but also: this seems to part of a larger trend of deemphasizing the url on mobile. an example of this is how "copy link" is harder to find (and often not an option), instead encouraging bespoke share flows that send crap like "check out my blarg on snapagram! .."
