there's a rare 3rd pattern where someone you don't already follow dms you on twitter and turns out they're cool and you end up hanging out. like 0.1% of people are able to pull this off and none of them are software engineers

there's only 2 fully valid patterns of interaction between twitter and offline it's either a) you happen to meet them irl, you like them, they like you, you mutual follow or b) you like their tweets, they like your tweets, you mutual follow, you meet irl. this is so simple
