I haven't studied this branch of math other than encountering some of the basic concepts in physics, but it looks like that theorem only works when the dimension N of the embedding space is large enough (N>m+1, for m the dimension of the manifold).

That makes intuitive sense. For example, you couldn't embed a sphere in a 0-dimensional space (a point) and preserve all its information.
