Once the market liberalized, these high ability teachers sought careers with better compensation and higher-skill ceilings such as engineering, doctors, lawyers, etc.

Luckily I had great teachers in public school, but I have heard horror stories concerning teachers/schools. Teachers who couldn't teach, didn't want to, lost all motivation from shit students. Couple this with how rigid, bureaucratized teaching has become and you have a crisis

Public schools don't have operate on a profit/loss imperative, so all hiring decisions are political. There's no way to determine the quality of the teachers based on who is or isn't employed or what they are being paid.
