This isn't "creating a path for clean athletes", it's humiliating them. And potentially forcing them to "betray" their country (in their countryman's eyes) and get another form of punishment on top.

I expect any other athletes from nations where systematic doping practices have been proven in the past in some sports (it doesn't even matter which ones) to be treated the same. Oh wait.
