If you’re receiving the message that your state is not approved, you are actually on the waitlist. This means that all new and unfunded accounts are currently waitlisted. An app update will go out shortly to replace the state not approved message with the waitlist notification.

You will need to pay us all back for losses sustained during this downtime. Per your user agreement, you are not liable for "periodic" downtime. However, this was consistent downtime, not periodic. Many will testify to this.
