If we start the program in the voyager level, do we receive the level bonuses immediately? Or do we not receive the level up bonus?

You will only receive the level up reward once you level up from one tier to the next once the program is live. You won't receive the bonus for the tier you start at.
Doesn't this encourage people to remove funds from the platform before it goes live?

That’s why I asked the question, I feel like the level bonus should be given to those who start the program already passed lower levels. That 175 $vgx could easily be a couple hundred dollars by this time next year.
