    "sets the precedent" is just so wild though especially since they haven't identified any city that has cities are setting the precedent for how data can be used every day and some of it is bad

    someone must of thought "sets the precedent" sounded fancier than "best" or something but this way it makes no sense; sets the precedent means 'how this was handled before' and it can be bad or 'best'
