Thanks for the details. The system looks at the title, description, thumbnail, tags, etc before the video is even live/published. Future videos, upload as unlisted & request a review. Once you get the email w/ outcome, you could publish.
How about making a little tick box "review my video please" so you're not inundated with millions of emails and can swiftly make reviews? Or are you already working on that? If not I've got a 10 year old brother that knows html and could whip this up for you in 10 minutes.
