Two people I know/are in the process of losing sleep over it after me having recommended it to them, one of who professed to strongly disliking match 3 games. So I thought I'd spread the word further. (Originally recommended to me by @firepunchd ).
Legend of Solgard is a recent http://King.com game that (as I understand it?) basically steals Clash of Heroes’ core systems and recontextualizes it as f2p mobile, might be interesting to look at?

imo it's a very dangerous design choice! enemies who don't react to what you do means that you're never really playing defense or covering yourself, you just put out fires as they show up. great for some people, but tough to make the backbone of a tactcs game
Maybe I haven't explained it properly. Both you and your opponent (AI or human) have attack that take at least one round to charge. So you always have some warning to try to cobble together a defence (and you take that into account when attacking).
Does Final Fantasy Tactics count in that regard with its turn order list? Anything that didn't have a delayed effect in the unit order was assumed to an be immediate effect.
I don't know - haven't played much/in a long time. How important are delayed effects to the game?
