To open them, drag a link or the safari tab above the current app (but not to the side). To swipe it away, use the top grey line.

that opens them in a new fullscreen window rather than a floating window though?

Close: tap the Safari icon in the App Switcher’s Dock to get a list of all open Safari windows, then swipe away the unwanted window like how you kill an app. Open: drag tab to middle-right of screen (not too close to edge), release. Or use + in top right of safari window list.

if you swipe the left edge of a popup window to the right, it swipes it fully off-screen. then, if you swipe to the left from the right edge of the screen, there's a little arrow that will let you bring it back. i didn't see this documented anywhere officially but it's a godsend
