are there many game engines that work as a VM, meaning all of the game code and assets are self contained, like a game cart or something? I know game maker (used to?) work kinda like that, and I think pico 8 does too

Yeah came to say this. Also it's open source with tags for previous versions so even when there's breaking changes in new versions you can bundle up an old version without too much drama

To make an alternative runner you'd basically need to "just" implement all of the love namespace functionality that you needed and expose that to the lua environment.
