So I'd have to place all the blocks down before controlling the people

Why isn't it working out for you?

In order to get one character to the bottom and another to the top, the only way I see of doing that is having 4 blocks above one in order to move the other up 4x without pushing the blocks. Same applies to getting one on the left and the other on the right, so not enough blocks

It seems like there's not enough blocks. To make 4 horizontal and 4 vertical, i'd need 7

I could use a tutorial on how to make only combined blocks fall into pits like they do here. I tried to look in the source but... there's so much stuff there...

Can you please highlight which lines are responsible for evaluating whether a grouped object can fall into a pit?

Something falls into a pit if there is no part over land.

Thanks. But how would you do this for one group of objects but not another? My only guess is to define "edge pieces" and when they fall to propagate the falling inwards to all their neighbours.

Oh you're looking for a tutorial on how to implement it. Yeah it'd be some kind of flood fill. Maybe ask on the puzzlescript mailing list and say what you've already tried.
