The colors are pretty misleading since the US average went from 10.6% in 1970 (when the red color means <0.6%) to 31.5% in 2018 (when the red color means <21.5%).

Agree. It would be more useful to see the difference in percent (say: 30% fewer graduates than the national average) than in percentage points. That being said, I expect to see a somewhat similar, though less pronounced, shift over time towards greater concentration.

I'm missing something. All the stats referred to "the average" and points above or below it. The average what?

I believe it is referring to average % of the population with a Bachelor's degree
