I expect it’s probably related to code review being perceived as a bottleneck, which to be fair, I’ve definitely seen it be. But not giving developers adequate time for code review is more a problem with the org’s culture than with code review itself, IMO

I agree. To relate this to something outside coding, when I worked at consulting, I used to actively look for someone to review my work so that we can get it shipped.
