Transactional relationships are a two way street, of course, but you can start turning the tides by taking an interest in what the other person cares about beyond the specific things they ask you about.

Don't wait to be invited to contribute earlier in the project. Show you're ready to contribute now by doing things like asking questions about the phases that came before. Find ways to connect your work to them. Proactively provide them with useful resources and info.

Doing this pull you out of transactional territory because your relationship will exist outside of specific, requested tasks. Successful professional partnerships are based around shared goals, and this is one way to make sure you're working towards the same things.

You don't need to be this person's best friend. You don't even have know anything about their life outside of work. You just need to act like your relationship exists outside of the bounds of transactional tasks because it does, and acting like it will help them realize that too.
