My guess is: Buy in to use results as one or the input to decision-making, even if/when it's not "good" news.

Framing is important here. It's not that there isn't buy-in as much as data being weighted below things like qualitative feedback or intuition. IMO it's more of a lack of humility, with decision makers being unwilling to admit they could be wrong.
