Thinking of somebody as "mostly responsible" for an event/state seems somewhat incoherent to me, in that several people can simultaneously be "mostly responsible" for an event/state, in that it wouldn't have happened without each and every one of those people.

The notion of assigning somebody x% of the credit for something relies on credit being something you can add together. But it isn't! Credit might be better assigned by looking at how easily replaceable the people involved were.
