Worth pointing out that if you are legitimacy trying to do something illegible but you need resources, signalling legible inputs may be the only thing you can do to indicate you aren't just messing around.

There are also times where the right move is to strategically signal effort instead of doing anything - generally in any case where you don't want the actual thing done but it's important that people think you are doing it.

My (perhaps cynical) base view ("prior") is that if the thing that you try to do: a) is not directly influencing your life b) doesn't have objective and reliable quantitative measures then it is very likely that you will mostly Signal Effort, not Try.

In other words, if something is not directly related to the person Trying To Do Something, and doesn't have good quantit. measures, then we should assume that this is more signalling than eff. action. But such imperfect action could still very well have positive externalities
