I created this chart of So. California Counties yesterday, showing they all peaked at the same time and had the same curve, regardless of when they mandated masks
brought up Ventura, just north of LA, so I added it to the chart

Totally agree. Orange County is probably the closest since compliance has been lower than there in LA since the outbreak started. Ventura too. Same curves regardless.

It seems to me, and I’m just a layman, that responses to COVID-19 have not really be effective. Almost as if the responses had nothing to do with what was happening

What are the relative populations of each area? What is the avg movement of ppl between these areas, & with other areas? I could give you a list of a dozen other variables, and a real epidemiologist probably even more. There's much more to such analyses than a single data point.
