I work for a national newspaper. If a PR sends in a press release then phones to ask if it was received, I point blank refuse to use it, no matter what it is.

IMO relevance in content-led link building is not binary. The grey area around campaigns will depend on WHO is behind WHAT, released WHEN, promoted TO WHOM and placed WHERE. Here's 's approach to relevance shown with 16 real-life examples:

Many suffer from imposter syndrome in the industry. I wonder if it's partly to do with that moment where they reach that point at the bottom & begin to believe they're not any good at this. Then when the results come in, they mistakenly think it was because they got 'lucky'.

The emotional rollercoaster of a PR campaign You've come up with a great idea that you know will work, you're good at this. It goes out & doesn't immediately gain traction. Maybe you're not so good after all. The feeling dissipates when it begins to land coverage
