Perhaps he is taking his ordes directly from the President. I don't think he has this kind of power to sabotage such important task. Digong would reprimand him publicly but he did not, then this says a lot about the work of Duque on this.

I can already see it, morbid and negative as it may seem, more improbable, well because it is not in our culture. I dread to see the day, Filipinos already too tired & angry, turning into a mob, lynching & attacking Sec Duque. What does Sec Duque has that PRRD trusts him so much?
